  Implement WB-633 : New requirements for updating of connectivity data: (1) A second checkbox that enables dynamic connectivity has been added to Overlay Toolbox --> Connectivity.  Dynamic connectivity files are only available in the Overlay --> Layers section if this checkbox is checked; (2) Checkbox labeled "On" has been changed to "Load" on Overlay --> Toolbox; (3) A preference has been added for enabling dynamic connectivity data from data-series file on Preferences Misc tab; (4) Old scenes will default to dynamic connectivity on.  Name of dynamic connectivity file in Overlay --> Layers and Overlay --> Connectivity is now prefixed with "dynconn".

  Resolve WB-643: Loading a scene causes contained files to default to "in spec":  The "in spec" status is now preserved when loading a scene.  The name of the spec file within the scene must match the name of the current spec file and the data files are matched using their absolute paths.
  Resolve WB-644: Timecourse on/off status from charts not saved to scenes: Restoration of the chart selection status has been fixed.
  Resolve WB-642 Adjusting the color bar position by typing or arrows does not work.  When annotation color bar placement is Automatic, any requests to change color bar's position were ignored.  Now, if the user attempts to move the color bar, change the color bar's positioning mode from Automatic to Manual so that the color bar will move.
  Resolve WB-641 Overlay and map settings dialog precision issue: In the statistics section of the dialog, the width was fixed for the numeric characters so there was insufficient space when the values were large and clipped at the left side.  The space for the values will now shrink and expand as needed so that the numeric values are fully visible.
