Create a ProgressReportingDialog when running border optimize so that the user... 

Create a ProgressReportingDialog when running border optimize so that the user can see the progress and have the option to cancel.  Removed the wait cursor since the progress dialog indicates work is in progress and the progress dialog closes when border optimization completes.
