Resolve WB-646 - Colorers fail to display trailing zeros when set to a manual precision: On Overlay and Map Settings Dialog, when Numeric Format is Decimal or Scientific, the number of digits (even all zeros) right of the decimal point when drawing color bar is always the value from the Dec/Sci Decimals spin box.
