CiftiMappableDataFile::getMapPalette() was always returning the 'file palette'... 

CiftiMappableDataFile::getMapPalette() was always returning the 'file palette' when it should have been returning the 'map palette' causing scenes to fail to find palette color mapping.  Also, CiftiMappableDataFile::isMappedWithPalette() was mistakenly returning true for a dense label file.
