Resolve WB-649 Restoring from Scene Does Not Fully Restore Overlay Toolbox in Left Mode.  By default, a combo box’s size is set the first time it is displayed.  Thus, if the toolbox was narrow when first displayed, the combo box size (width) is set at that time.  The combo box width policy has been changed to allow the width of the combo box to adjust in width as needed.
