In the Features ToolBox --> Annotations page are checkboxes labeled "Display... 

In the Features ToolBox --> Annotations page are checkboxes labeled "Display Annotations" and "Display Text Annotations".  These checkboxes should have no effect on the display of chart titles, chart axis labels, and color bars and the necessary changes have been implemented.
