For histogram chart range scale, if AUTO ranging selected for an axis, updated... 

For histogram chart range scale, if AUTO ranging selected for an axis, updated the Minimum and Maximum Axis values in the toolbar so that they match the ranges in the graphics region.  If the user changes a minimum or maximum value with AUTO ranging, change the ranging to USER.
