Continuing charting development.  Created 'HistogramDrawingInfo' class that is intended for use by both drawing histograms in the graphics region and on the map settings dialog so that there will be consistent drawing and eliminates duplicate functionality.  An early implementation is functioning for histograms in the graphics region.
