CDRIVER-4264 Address build failures on VS 2013 variants on Evergreen (#932) 

* Remove test suite signal handlers for C90 compatibility
* Replace snprintf with bson_snprintf
* Address missing _InterlockedExchangePointer on x86 with VS 2013
