remove `scan-build-ubuntu1404-clang` task (#1247) 

* format scan_build.py

* remove `scan-build-ubuntu1404-clang` task

It fails to clone libmongocrypt due to a certificate verification failure. The Ubuntu 14.04 distro is EOL.
