CDRIVER-3998 move Windows OpenSSL auth to 2017 (#1168)

The versions of OpenSSL tested on 2013, 2015, and 2017 are all 1.0.2s.
The cause of failure is likely a host configuration issue.
It is possibly related to BUILD-10841.
