CDRIVER-3551 Add clang-format check to EVG config + format source files (#1540) 

* Update Poetry clang-format to 17.0.6 (CDRIVER-2879)

* Move .clang-format -> .clang-format.old

* Dump clang-format-17 default config

* Merge old clang-format settings into new config

* Add clang-format to EVG config (CDRIVER-3551, CDRIVER-4385)

* Format source files with clang-format-17
