only build needs all those packages, build-jsonly can make do with
pax and python3 and the NPM-installed stuff

XXX perhaps split out docs generation again, then we can build
XXX the js without some, which might help some people

(I couldn’t find how to prevent npm from even attempting nor to
get it to install enough to build)

of symbolic links is even worse, so we have to go back to
constructing d/copyright instead… ridiculous!
