- This patch adds support for thread_limit clause on target directive according to OpenMP 51 [2.14.5]
- The idea is to create an outer task for target region, when there is a thread_limit clause, and manipulate the thread_limit of task instead. This way, thread_limit will be applied to all the relevant constructs enclosed by the target region.

This reverts commit ac007260.

D152014 introduced an optimization that favors more smaller blocks over
fewer larger blocks, even if user sets `thread_limit` explicitly. This patch changes
the behavior to honor user value.

The LinkGraph that is passed into the ELFJITLinker_x86_64 constructor is handed
off to the JITLinker base class, so can't be used in the constructor body. This
commit adds a getGraph method to JITLinker, and updates ELFJITLinker_x86_64 to
use that.

This allows JITLinkerBase implementations to check whether default passes
should be added. The ELF_x86_64 backend is updated to check this predicate
before installing the getOrCreateGOTSymbol pass.

[AArch64][test] Test GOT relocations referencing local STT_TLS are not converted to reference STT_SECTION symbols

AArch64 encodes the GOT-generating intent in MCValue::RefKind instead of
MCSymbolRef::Kind for most other targets. It seems useful to test the
case for additional coverage.

Commit 9746286b from 2011 is related to
a subtle case that is untested. GNU assembler produces an R_ARM_REL32
relocation.
We currently don't, therefore we have to add a workaround in MCExpr.cpp
to make the value odd (see commit 8ee6c0ea "[MC] Remove isThumbFunc special case").

This reverts commit 3bb32c61.
