offloading - This patch adds support for thread_limit clause on target directive according to OpenMP 51 [2.14.5] - The idea is to create an outer task for target region, when there is a thread_limit clause, and manipulate the thread_limit of task instead. The LinkGraph that is passed into the ELFJITLinker_x86_64 constructor is handed off to the JITLinker base class, so can't be used in the constructor body. This commit adds a getGraph method to JITLinker, and updates ELFJITLinker_x86_64 to use that.

This allows JITLinkerBase implementations to check whether default passes should be added. The ELF_x86_64 backend is updated to check this predicate before installing the getOrCreateGOTSymbol pass. This is an alternative solution to https://reviews.llvm.org/D158909.

[AArch64][test] Test GOT relocations referencing local STT_TLS are not converted to reference STT_SECTION symbols AArch64 encodes the GOT-generating intent in MCValue::RefKind instead of MCSymbolRef::Kind for most other targets. It seems useful to test the case for additional coverage.

Commit 9746286b from 2011 is related to a subtle case that is untested. GNU assembler produces an R_ARM_REL32 relocation. We currently don't, therefore we have to add a workaround in MCExpr.cpp to make the value odd (see commit 8ee6c0ea "[MC] Remove isThumbFunc special case").

This commit fixes an error in the `RemoveDeadValues` pass that is associated with its incorrect usage of the `cloneInto()` function. The `setOperands()` function that is used by the `cloneInto()` function requires all operands to not be null. But, that is not possible in this pass because we drop uses of dead values, thus making them null. It is only at the end of the pass that we are assured that such null values won't exist but during the execution of the pass, there could be null values. To fix this, we replace the usage of the `cloneInto()` function to copy a region with `moveBlock()` to move each block of the region one by one. This function does not require the presence of non-null values and is thus the right choice here. This implementation is also more opttimized because we are moving things instead of copying them. This patch brings a fresh coat of paint to the LLDB website. This uses the `furo` theme from the suggested theme list, adds some changes to the css to make it use the full browser window width and removes the table of contents since the theme generates it automatically. This patch also rewrites the tables for "GDB to LLDB command map" to convert them from raw HTML to native inlined code blocks.
