[MC] x86-32: properly report error for .quad relocation 

Fix a llvm_unreachable crash in -DLLVM_ENABLE_ASSERTIONS=on builds and
possible accept-invalid in -DLLVM_ENABLE_ASSERTIONS=off builds.
