Revert "[DebugMetadata][DwarfDebug] Fix DWARF emisson of function-local imported entities (3/7)" 

This reverts commit d80fdc6f.
split-dwarf-local-impor3.ll fails because of an issue with
Dwo sections emission on Windows platform.
