[ValueTracking] add UGT/UGE and SGT/SGE in `isImpliedCondOperands`

Partially `fix` https://github.com/llvm/llvm-project/issues/62441.

Extend isImpliedCondOperands() to handle ugt/uge and sgt/sge predicates.
