[RISCV][TTI] Support fdiv/udiv/sdiv/srem/urem in getArithmeticInstrCost (#89170) 

This patch made following changes:
1. Support ISD FDIV/UDIV/SDIV/UREM/SREM
2. Classify instructions which cost the same
