[NFC] [Serialization] Merge IdentID with IdentifierID

In ASTBitCodes.h, there are two type alias for the ID type of
Identifiers with the same underlying type. It is confusing. This patch
tries to merge the `IdentID` to `IdentifierID` to erase such confusion.
