Revert "[InstCombine] fold mul with decremented "shl -1" factor" 

This reverts commit bc886e9b.

Broke MSAN bootstrap buildbots with Assertion `RangeAfterCopy % ExtraScale == 0 && "Extra instruction requires immediate to be aligned"' failed.
