[RISCV][NFC] Pass MCSubtargetInfo instead of FeatureBitset in RISCVMatInt (#71770) 

The use of `hasFeature` is more descriptive and the callers of
`RISCVMatInt` have no need to call `getFeatureBits()` any more.
