[AMDGPU] Add GlobalISel checks for flat scratch SVS addressing

Note that GlobalISel does not actually use the SVS addressing mode
for these cases yet because it chooses the VGPR bank for
G_FRAME_INDEX; see the TODO comment in
AMDGPURegisterBankInfo::getInstrMapping.
