[ValueTracking] Convert `isKnownNonZero` to use SimplifyQuery (#85863) 

This patch converts `isKnownNonZero` to use SimplifyQuery. Then we can
use the context information from `DomCondCache`.

Fixes https://github.com/llvm/llvm-project/issues/85823.
