[mlir][LowerToAffineLoops] Handle tensors of rank 0

This will fix the case:

  $ toyc -emit=jit test.toy
  $ cat test.toy
  def main() {
    var a = 1;
    print(a);
  }

Without this patch it would trigger an assertion.
