[AMDGPU] Remove v_cmp_t_* and v_cmp_f_* for GFX12 (#75498)

Also v_cmpx_t_* and v_cmpx_f_*

No GFX12 encoding was added for these, so this patch just adds tests
that they are not recognized by the assembler.
