[LiveDebugValues] Prevent some misuse of LocIndex::fromRawInteger, NFC

Make it a compile-time error to pass an int/unsigned/etc to
fromRawInteger.

Hopefully this prevents errors of the form:

```
for (unsigned ID : getVarLocs()) {
  auto VL = LocMap[LocIndex::fromRawInteger(ID)];
  ...
```
