[InstCombine] Support and/or in `getFreelyInvertedImpl` using DeMorgan's Law (#85193)

This patch adds the support for and/or in `getFreelyInvertedImpl` using
DeMorgan's Law:
```
(~(A | B)) -> (~A & ~B)
(~(A & B)) -> (~A | ~B)
```
