[mlir][linalg] Fix FoldConstantTranspose execution inefficiency

* Move SmallVectors outside of inner loops to avoid frequent
  allocations and deallocations
* Calculate linearized index and call flat range getters to
  avoid internal shape querying behind `getValue`.
