[mlir] Fix build after #75103

After #75103, `MLPrgramTransforms` depends on `BufferizationDialect`.
Also fix an unrelated compile error in `GreedyPatternRewriteDriver.cpp`.
(This was not failing on CI. I may be running an old compiler locally.)
