JITLink: Add missing EHFrame NULL terminator on aarch64/ELF 

This fixes test failures on AArch64 with libgcc-13:

Clang :: Interpreter/global-dtor.cpp
Clang-Unit :: Interpreter/./ClangReplInterpreterTests/2/4
