Reapply "[GlobalOpt][FIX] Do not embed initializers into AS!=0 globals""

This reapplies commit 7dbba337, or, put
differently, this reverts commit d9a8d208.

The test now requires the amdgpu and nvptx backend explicitly as it
won't work without properly.
