[FPEnv][BitcodeReader] Correct strictfp test.

Correct a strictfp test to follow the rules documented in the LangRef:
https://llvm.org/docs/LangRef.html#constrained-floating-point-intrinsics

This test needed the strictfp attribute added to a function definition.
