[NFCI][SCEV] `computeExitLimitFromCondFromBinOp()`: rely on `getSequentialMinMaxExpr()` constant relaxation

`getSequentialMinMaxExpr()` has been taught to perform this relaxation,
so rely on that now. Not sure this can be tested.
