[Driver] Default Generic_GCC aarch64_be to -fasynchronous-unwind-tables (#72971) 

This patch defaults Generic_GCC aarch64_be to use
-fasynchronous-unwind-tables and ensures consistent behavior with
aarch64 little endian.
