[X86][SSE] Fold HOP(HOP(X,X),HOP(Y,Y)) -> HOP(PERMUTE(HOP(X,Y)),PERMUTE(HOP(X,Y)) 

For slow-hop targets, attempt to merge HADD/SUB pairs used in chains.
