[ValueTracking] Fix computeKnownFPClass for fpext (#81972) 

This patch adds the missing `subnormal -> normal` part for `fpext` in
`computeKnownFPClass`.
Fixes the miscompilation reported by
https://github.com/llvm/llvm-project/pull/80941#issuecomment-1947302100.
