[MC/DC] Refactor: Make `MCDCParams` as `std::variant` (#81227) 

Introduce `mcdc::DecisionParameters` and `mcdc::BranchParameters` and make
sure them not initialized as zero.

FIXME: Could we make `CoverageMappingRegion` as a smart tagged union?
