[InstCombine] Support zext nneg in `foldLogicCastConstant` (#82355) 

This patch extends [D36234](https://reviews.llvm.org/D36234) to handle
`zext nneg` instructions.
I found this while adding support for cast instructions in
`getFreelyInvertedImpl`.
