[pseudo] Respect LLVM_USE_HOST_TOOLS

This is the intended way to request that build-time tools be built in a
distinct configuration.

This is set implicitly by LLVM_OPTIMIZED_TABLEGEN, which may be
surprising, but if undesired this should be fixed elsewhere.
