[GlobalIsel][X86] Update legalization of G_AND/G_OR/G_XOR 

Replace the legacy G_AND/G_OR/G_XOR legalizer, this handles all scalar promotion and vector clamping (allows AVX1 to handle 256-bit logic ops).
