Revert "[MLIR] Expose `getAsValues` in `StaticValueUtils.h` (NFC)" 

This reverts commit 730ae80d.

It fails with a linking errors: `undefined reference to
`mlir::getValueOrCreateConstantIndexOp` in `libMLIRDialectUtils`.
