[Hexagon] Replace HexagonISD::VSPLAT with ISD::SPLAT_VECTOR

This removes VSPLAT and VZERO. VZERO is now SPLAT_VECTOR of (i32 0).

Included is also a testcase for the previous (target-independent)
commit.
