Revert "[RISCV] Remove unneeded casts from int64_t to uint64_t in RISCVMatInt.cpp. NFC" 

LLVM is built with C++17, where left shift of any negative value is still UB.
Detected with UBSan on the buildbot.

This reverts commit 0647d103.
