[AArch64][GlobalISel] Legalize G_LOAD for v4s8 Vector (#82989) 

Lowers `v4s8 = G_LOAD %ptr ptr` into

`s32 = G_LOAD %ptr ptr`
`v4s8 = G_BITCAST s32`
