[NFCI][SimplifyCFG] removeEmptyCleanup(): use DeleteDeadBlock()

This required some changes to, instead of eagerly making PHI's
in the UnwindDest valid as-if the BB is already not a predecessor,
to be valid while BB is still a predecessor.
