[mlir][SparseTensor] Fix insertion point in `createQuickSort` (#74549)

`createQuickSort` used to generate invalid IR:

This commit fixes tests such as
`mlir/test/Dialect/SparseTensor/buffer_rewriting.mlir` when verifying
the IR after each pattern application (#74270).
