[libc++] Adjust XFAIL for std::tuple deduction tests with GCC

GCC has been failing those tests, and we marked them as such in
a3ab5120 on 'main'. Cherry-pick
only that part of the change into the LLVM 12 release so that we
can get the CI green again.
