[mlir][vector] Remove Emulated Sub-directory (#94742)

The "Emulated" sub-directories under "ArmSVE" and
"ArmSME" have been removed. Associated tests
have been moved up a directory and now include
the "REQUIRES" constraint for the arm-emulator.
