[llvm][llvm-reduce] Disable use list order test on AArch64/arm64

This is flaky:
https://lab.llvm.org/buildbot/#/builders/198/builds/4094

Sometimes failing with an assert. I've seen it do the same thing
on Windows On Arm and Linux.
